The Office of Science and Technology Policy (OSTP) was established within the Executive Office of the President by the National Science and Technology Policy, Organization, and Priorities Act of 1976 (PL 94–282).

OSTP experts advise the President on scientific and technological matters that affect areas of national concern like the economy, environment, foreign relations, health, and national security; evaluate the effectiveness, quality, and scale of the Federal effort in science and technology; advise and assist the President, the Office of Management and Budget, and Federal agencies throughout the Federal budget development process; and help the President with leading and coordinating the Federal Government's research and development programs.
